I believe the policy on the mugs is a sanitation issue. Unfortunately. Disney has yet to come up with a better policy to handle this issue.

That is rather strange about the refillable mugs. I’d be curious to know their reasoning as to why the won’t refill it themselves.

I agree with the first suggestion, but I’m certain that Health Code Regulations prevent the second unless they have a way of sanitizing the mug first. You’re perfectly free to handle your own germs but a food service employee can’t help. It’s kind of the same thing as you picking up a cookie yourself or thay handing it to you with their bare hand.
